He writes in response to a concern that had been raised about the possibility of flash floods at the Rajneeshpuram community during a festival that they had planned. The memo notes the location is not at high risk for flash floods, and that the Rajneesh had made some preventative plans in case of flooding. This item was a part of the papers of Bob Oliver, Governor Atiyeh's legal counsel.
