<p>These two documents, one a Proclamation and the other an Executive Order, were prepared during the height of the grim tensions surrounding the presence of the Baghwan and the thousands of his followers. The Proclamation called for martial law in Jefferson and Wasco Counties and the Executive Order activated the National Guard. Both are extraordinary actions for any Governor to take but they represent the extent of the unrest among Oregonians and the real potential for disaster that could occur. Because there would be an immediacy of action should there be a need to activate them I carried both at all times until the crisis passed. That came with the arrest of an escaping Baghwan and the breaking up of his cult. These papers traveled the state with me and even to foreign countries on some of my trade missions.</p><br/><p>Fortunately for all of us there never became a need to sign them.</p>
