A memo on the Options For Early Retirement (OFER) by Verne Duncan, the longest serving state chief officer in Oregon, to all department staff members on February 11, 1982. This is a report that further defines and improves the basis for the OFER plan. Attachments in this report includes retirement factors, limitations, examples, health insurance costs, a letter of intent, and an application form. The intent of this report is to lay out the advantages and disadvantages of early retirement. This is one document from a binder containing selected daily reports to the Governor, which was compiled by Gerry Thompson.
