A faxed letter from FEMA (the Federal Emergency Management Agency) warning of the remote possibility of a crash of the COSMOS 1402 satellite's nuclear-fueled reactor core between February 6-10, 1983. The letter and an attached assessment of radiological risks were faxed to officials in the Oregon and received in Governor Atiyeh's office on February 2, 1983. COSMOS (or KOSMOS) 1402 was a Soviet spy satellite that failed to achieve the correct orbit. Its reactor core apparently landed in the South Atlantic Ocean and did not affect Oregon.
