Letter from United States Senator from Massachusetts Edward 'Ted' Kennedy to Judy Schilling, Editor of the Rural Tribune, newsletter that dealt mainly with issues pertaining to migrant and low income communities in Washington County, Oregon. Schilling later became the manager of emergency services at the Washington County Community Action Organization. Senator Kennedy's letter is a response to a letter from Schilling in which she expressed concern over a decision made by the Community Services Administration to defund Urban Planning Aid, an organization that supported community protests against highway development and housing problems in Massachusetts. This is from the records of the Community Action Organization, an anti poverty nonprofit in Washington County, Oregon.
