Internal memos and Board of Directors meeting minutes from the Community Action Organization concerning the 1992 Oregon Ballot Measure 9 and a similar measure that appeared on a local ballot in Hillsboro, Oregon, in 1993. Oregon Ballot Measure 9 would have added an amendment to the state constitution which denied homosexuals minority status and required that all levels of Oregon government recognize homosexuality as morally wrong. The measure put on the local Hillsboro ballot in 1993 would have also denied homosexuals minority status. Neither measure was successful. These documents concern attempts made by members of Community Action to position the Organization as officially opposing the measures.
