Memo dated October 19, 1998 from Washington County Community Action Executive Director Jerralynn Ness to Shirley Huffman, former mayor of Hillsboro, Oregon, and chair of the capital campaign for the Hillsboro Multi-Service Center, Community Action's headquarters in Washington County after the center's completion in 1995. In the memo is a speech given by Ness at the dedication ceremony for the Multi-Service Center in 1995 thanking donors to the capital campaign.
