People, likely Community Action staff and volunteers, gathered in front of Community Action's emergency family shelter home in Hillsboro, Oregon. The people have gloves and tools used for yard work and were likely cleaning up and/or renovating the outside of the building. The shelter home was opened by Washington County Community Action in 1975, and provides shelter and services to families in times of need.
