Description: A speech by U.S. Congressman Les AuCoin for the Congressional Record titled "U.S. Grain Embargo a Failure," delivered on April 21, 1980. In his speech, Congressman AuCoin called the U.S. embargo on grain exports to the Soviet Union a failure. The embargo was created in response to the Soviet invasion of Afghanistan.
